Are you trying to use the sms_adj plugin?
It requires the python-gammu library to be installed:
https://wammu.eu/python-gammu/

However, there seems to be some problems with the installation of that library.

It also requires a SMS modem card. See the web site of the plugin author:
https://pihrt.com/elektronika/259-moje-r...ladani-rpi
(click one of the flags at the upper right of the page to change the language.)

What are you trying to do?
There may be another way to accomplish what you want.
For example if you want to control SIP from a mobile phone, you can open SiP in the browser on the phone. If you need to access SIP remotely, you can install a VPN on your Raspberry Pi:
http://www.pivpn.io/
and use OpenVPN on the phone to securely connect to SIP from anywhere you have internet access.

How are the stations connected to the Raspberry Pi?

Are you using a relay board or another kind of interface?

Can you switch stations on or off without using SMS?

You have not said if you were able to install the python-gammu library or if you have a SMS modem connected to your Raspberry Pi.

Even if you get those working the SMS plugin does not provide much control of SIP.

I think you would do better to use VPN and the SIP web UI instead.

Please read again my previous posts to you for more information.

If you just need to know what SIP is doing you can use the email_adj to receive notifications from SIP.

I am not familiar with the Huawei E173 . You should probably check the manufatrurer's documentation or search the internet.
