irrigate according to data from meteorological station

I just published irrigation bone which uses the previous version of SIP known as open sprinkler to irrigate using meteorological data.
Any feedback is welcome.
Code was tested on a few gardens and worked very well.
It now works only in Israel, but it will soon also work in spain.
I am now working on changing it to behave as a SIP plugin.
