Stations wont turn off after update

Updated from 3.2.6x to 4.1.2
station 1 and 3 stay on no matter what (restart SIP turns them off for a few seconds) 
i tried disabling all stations and that did not work, is there a way to do a clean install? 
I deleted the folder and pull it from git again, but had the same results... my next stage might be to wipe the SD card.

How are your stations connected to the Pi?
Are you using the shift register interface?

I am running SIP version 4.1.20 here and have not seen this problem.

Also, do you have any plugins installed?

yes all my station are connected via a relay board (no wiring changes, been running for more than a year) this is a fresh install, i've tried with and without active lo relay

dang, i just needed the relay board plug in and it fixed it...
